WHEREAS, the Honorable Lisa A. Mayne retires as a judge of the Fairfax County General District Court of the 19th Judicial District of Virginia in 2024; and
WHEREAS, Lisa Mayne grew up in Los Angeles, California, and graduated from Pitzer College in nearby Claremont; she subsequently earned a law degree from George Mason University, during which time she worked as a law clerk for local firms and the U.S. Attorney's Office in Alexandria; and
WHEREAS, Lisa Mayne began practicing law with the firm Kelly & Morris and became a partner at Kelly, Mayne & Daughtrey, specializing in the areas of insurance subrogation, creditor's rights, and collections; and
WHEREAS, Lisa Mayne was selected as a substitute judge of the Fairfax Circuit Court in 2004 and served in that capacity until she was appointed as a judge of the Fairfax County General District Court of the 19th Judicial District of Virginia in 2006; and
WHEREAS, Lisa Mayne presided over the court with great fairness and wisdom and ably served as chief judge of the Fairfax County General District Court from 2018 to 2023; during her tenure as chief judge, she led efforts to increase the number of judges on the court and developed policies and procedures to keep the court open and operating safely during the COVID-19 pandemic; and
WHEREAS, as a longtime member of the Fairfax County Veterans Treatment Docket, Lisa Mayne helped place veterans with substance abuse or mental health issues in a specialized treatment program; she also served as a trusted mentor for fellow general district court judges in Harrisonburg and the counties of Arlington, Loudoun, and Prince William; and
WHEREAS, Lisa Mayne served as a lecturer for the Fairfax Bar Association on a variety of topics, provided her leadership to the George Mason American Inn of Court, completed a term on the Virginia State Bar's Harry L. Carrico Professionalism Course, and is a current faculty member of the Professionalism for Law Students Course; and
WHEREAS, Lisa Mayne received numerous awards and accolades for her achievements as an attorney and a jurist, including the George Mason University Alumni Service Award, an AV rating from Martindale-Hubbell for her legal expertise and professionalism, and the 2013 Influential Woman of Virginia award for her leadership in establishing best practices for default judgment scenarios involving purchased debt cases; and
WHEREAS, over the course of her career, Lisa Mayne has served the Fairfax community and the Commonwealth with the utmost integrity, dedication, and distinction; after her well-earned retirement, she plans to continue serving as a recall judge, travel with her husband, Paul, and spend time visiting her stepdaughters and grandchildren; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend the Honorable Lisa A. Mayne on the occasion of her retirement as a judge; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the Honorable Lisa A. Mayne as an expression of the General Assembly's admiration for her service to the Fairfax community.
