Be it enacted by the General Assembly of Virginia:

1.  §1. That the Department of Behavioral Health and Developmental Services shall promulgate regulations requiring the presence of a licensed physician at all times in any state training center. For the purposes of this section, "training center" means a facility operated by the Department of Behavioral Health and Developmental Services for the treatment, training, or habilitation of persons with mental retardation (intellectual disability).
