Be it enacted by the General Assembly of Virginia:

1. §1. That, notwithstanding the provisions of §44-146.17 of the Code of Virginia or any other provision of law to the contrary, the Governor shall be prohibited from extending or issuing any new executive orders declaring a state of emergency related to the COVID-19 pandemic.
