14103492D Be it enacted by the General Assembly of Virginia: 1. That the Code of Virginia is amended by adding a section numbered 33.1-70.02 as follows: §33.1-70.02. Maintenance and preservation of unpaved rural road network in Loudoun County. In carrying out maintenance and preservation of unpaved rural roads in Loudoun County, the Department of Transportation shall: 1. Maintain all unpaved roads in safe and usable condition; 2. Maintain unpaved roads in traditional alignment, surface treatment, and width and protect banks, stone walls, and roadside trees in all rural, agricultural, and historic areas; 3. Make improvements to selected sections of unpaved roads to reduce severe maintenance problems, when needed, without significantly altering the roads' appearance or alignment and avoiding paving and widening; 4. Only consider paving when there is a combination of very high traffic volume, significant maintenance and safety issues, no historic or scenic significance, and clear community support for paving; 5. Apply the Department's rustic road policies in any paving program in rural, agricultural, or historic areas; 6. Focus limited paving resources primarily on highly traveled roads in developed areas; and 7. Make use of all available resources to support proper maintenance and preservation of the unpaved rural road network in Loudoun County. |
