A BILL to amend the Code of Virginia by adding a section numbered 36-99.12, relating to Uniform Statewide Building Code; security locking mechanisms.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 36-99.12 as follows:

§36-99.12. Security locking mechanisms.

No publicly owned building shall be prohibited from installing or using locking mechanisms on doors and windows for the purpose of preventing both ingress and egress in the event of a threat to the physical security of persons in such building. The Board shall promulgate regulations for the installation and use of such locking mechanisms.
