SENATE BILL NO. 1421 Senate Amendments in [ ] -- February 5, 2015 A BILL to amend the Code of Virginia by adding in Chapter 6 of Title 63.2 a section numbered 63.2-622, relating to TANF; Back-to-School Supplies and Clothing Allowance Program. ---------- Patron Prior to Engrossment--Senator Colgan ---------- Referred to Committee on Finance ----------

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 6 of Title 63.2 a section numbered 63.2-622 as follows:

§63.2-622. Back-to-School Supplies and Clothing Allowance Program.

A. The Department shall establish and administer the Back-to-School Supplies and Clothing Allowance Program to provide children the resources they need to return to school with confidence and to be equipped for learning. The Back-to-School Supplies and Clothing Allowance Program shall be funded by the TANF block grant.

B. Under the Back-to-School Supplies and Clothing Allowance Program, families receiving TANF benefits shall be eligible to receive an annual $100 voucher for each eligible school-age child in the home to be used for supplies and clothing essential for returning to school.

[ 2. That the provisions of this act shall not become effective unless an appropriation effectuating the purposes of this act is included in a general appropriation act passed in 2015 by the General Assembly that becomes law. ]
