HOUSE RESOLUTION NO. 626
Commending Rebecca Kelley.

 

Agreed to by the House of Delegates, September 6, 2023

WHEREAS, Rebecca Kelley, a crime analyst with the Loudoun County Sheriff's Office, was named Civilian of the Year by the Major County Sheriffs of America in 2022; and

WHEREAS, Rebecca Kelley was recognized by the Major County Sheriffs of America, a professional association of more than 100 of the largest sheriff's offices in the country, for her role in researching and compiling evidence to support the successful investigation and prosecution of a 2021 homicide in the Broadlands area of Loudoun County; and

WHEREAS, a 10-year member of the Loudoun County Sheriff's Office, Rebecca Kelley has assisted with the investigation of more than 20 homicides, in addition to numerous robberies, sex crimes, financial crimes, and other intel-based investigations; and

WHEREAS, Rebecca Kelley has earned a reputation as an expert in the subjects of historical cell site location information and cell phone records and has become a vital asset for major criminal investigations and prosecutions in Loudoun County; and

WHEREAS, Rebecca Kelley holds a certificate from the Loudoun County Sheriff's Office in crime and intelligence analysis, as well as a bachelor's degree in psychology from the University of West Georgia and a master's degree in forensic psychology from Marymount University; and

WHEREAS, before joining the Loudoun County Sheriff's Office, Rebecca Kelley honed her skills as an analyst with the National Center for Missing and Exploited Children, working tirelessly to prevent child victimization in the United States; and

WHEREAS, with a great sense of purpose and dedication to her work, Rebecca Kelley has enhanced law enforcement in Loudoun County, making the community a safer place to live, work, and play; now, therefore, be it

RESOLVED by the House of Delegates, That Rebecca Kelley, a crime analyst with the Loudoun County Sheriff's Office, hereby be commended for being named Civilian of the Year by the Major County Sheriffs of America in 2022; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Rebecca Kelley as an expression of the House of Delegates' admiration for her service and contributions to the Commonwealth.
