Celebrating the life of David Andrew Rosenberg.

WHEREAS, David Andrew Rosenberg, an esteemed attorney who worked in state government for three decades and retired as a member of the Division of Legislative Services, died on May 1, 2024; and

WHEREAS, a native of Waverly, David Rosenberg was the youngest of three children born to the late Elizabeth and Maurice Rosenberg; he developed strong bonds with his older brothers, Bill and Stuart, and forged many other lifelong friendships in his youth; and

WHEREAS, after graduating cum laude from Duke University in 1974, David Rosenberg remained a proud alumnus and avid fan of the Duke Blue Devils basketball team; he subsequently earned a law degree from Vanderbilt University in 1977 and embarked upon a distinguished legal career that spanned both the public and private sectors; and

WHEREAS, David Rosenberg began his career as a staff attorney for legal aid offices in Hampton and Harrisonburg, then worked as a partner in the law firm Rosenberg & Messitt in Staunton until he joined the Office of the Attorney General in 1984; and

WHEREAS, as an assistant attorney general, David Rosenberg handled cases in the Claims Section, Appellate Section, and Consumer and Antitrust Section, where he was responsible for enforcement of the Virginia Antitrust Act and the Virginia Consumer Protection Act, including litigation where he represented Virginia consumers against multiple lending institutions nationwide, resulting in an $11 million settlement on behalf of those consumers; and

WHEREAS, David Rosenberg received the Attorney General's Meritorious Service Award for his exceptional legal skills, productivity, and commitment to public service; and

WHEREAS, in the early 1990s, David Rosenberg served as the deputy director for the Department of Personnel and Training, then as the deputy secretary of administration under Governor George Allen; and

WHEREAS, David Rosenberg subsequently worked as general counsel for a talent management agency in McLean and as an associate for the Framme Law Firm in Richmond before returning to the public sector on September 1, 1999, as an attorney for the Division of Legislative Services; and

WHEREAS, a member of what was then known as the Finance and Government Section, David Rosenberg faithfully served the members of the General Assembly for nearly two decades, providing insightful staff support to the House Committee on Appropriations and the House Committee on Finance; and

WHEREAS, David Rosenberg contributed to the research, preparation, and revision of hundreds of pieces of complex legislation related to taxation, funding for state programs, and the state budget during regular and special sessions of the General Assembly; and

WHEREAS, in the course of his duties, David Rosenberg developed strong working relationships with state officials and was highly admired for his ability to explain complicated concepts in clear language; he was a trusted mentor to younger attorneys at the Division of Legislative Services and a devoted friend, who was renowned for his wit and levity; and

WHEREAS, through his personal integrity, the breadth of his institutional knowledge, and his legal and financial expertise, David Rosenberg ensured the good and efficient functioning of state government and helped the General Assembly better serve the residents of the Commonwealth until his well-earned retirement from the Division of Legislative Services in October 2018; and

WHEREAS, outside of his career, David Rosenberg built a sense of community by developing a plot of country land for friends and neighbors to use for camping; he was also a talented basketball and tennis player, a prolific painter, and a compassionate champion for animals, including a long line of dogs he raised and cared for; and

WHEREAS, David Rosenberg brought joy to family and friends through his impulsive sense of humor, creativity, and generosity, and he relished every opportunity to spend time with his children and grandchildren, imparting to them his zest for life and commitment to service; and

WHEREAS, David Rosenberg will be fondly remembered and greatly missed by his beloved wife of 45 years, Randie; his children, Molly and Andrew, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of David Andrew Rosenberg; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of David Andrew Rosenberg as an expression of the House of Delegates' respect for his memory.
