Commending Outside the Cone.
 
Agreed to by the House of Delegates, February 5, 2024
 

WHEREAS, Outside the Cone, a cherished ice cream shop in Lynchburg, won four blue ribbons and the Triple Scoop Excellence Award at the North American Ice Cream Association's annual trade show and convention in 2023; and

WHEREAS, Outside the Cone prides itself on producing homemade, handcrafted ice cream, as the owners and staff work tirelessly to ensure everything down to the syrups, sauces, and mix-ins are as fresh and delectable as can be; and

WHEREAS, in addition to its classic flavors, such as cookies and cream and mint chocolate chunk, Outside the Cone also offers seven unique "Flavor Lab" flavors that rotate on a weekly basis, providing even the most experienced ice cream eaters the opportunity to broaden their culinary horizons; and

WHEREAS, Outside the Cone has developed its own vegan and keto ice cream blends to cater to the specific diets of its clientele, creating quality alternatives that are as delicious and enjoyable as traditional ice cream; and

WHEREAS, to compete for the North American Ice Cream Association's recognition, Outside the Cone submitted samples of its ice cream to food scientists at Cornell University, who evaluated the submissions based on their flavor, color, texture, and body; and

WHEREAS, in addition to its recent success at the North American Ice Cream Association's annual trade show and convention, Outside the Cone owner Kyle Spangler was also presented the Grand Master Ice Cream Maker Award at the organization's convention in 2021 for receiving blue ribbons at the event three years in a row; and

WHEREAS, Outside the Cone's accomplishments at the North American Ice Cream Association's annual trade show and convention also included the prize for best new flavor in 2020 for its flavor "Bee My Honeycomb"; and

WHEREAS, with a steadfast commitment to the craft of making ice cream and to the satisfaction of its customers, Outside the Cone has made Lynchburg a sweeter and more joyful place to live, work, and raise a family; now, therefore, be it

RESOLVED by the House of Delegates, That Outside the Cone hereby be commended for winning four blue ribbons and the Triple Scoop Excellence Award at the North American Ice Cream Association's annual trade show and convention in 2023; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Outside the Cone as an expression of the House of Delegates' admiration for the company's achievements and best wishes for the future.
