WHEREAS, Charles B. Walker of Mechanicsville, a deeply respected businessman and government official who worked to ensure efficiency and prosperity in the Commonwealth, died on February 16, 2015; and
WHEREAS, a native of Richmond, Charles Walker learned the value of hard work, responsibility, and attention to detail at a young age; he graduated from John Marshall High School and earned a bachelor's degree from the University of Richmond; and
WHEREAS, after beginning his professional career as an accountant, Charles Walker served as president of a chain of hardware stores before he was appointed to serve as state comptroller in 1974; and
WHEREAS, Charles Walker later served as Secretary of Administration and Finance to Governor John N. Dalton, where he worked to modernize the Commonwealth's financial management systems; and
WHEREAS, a knowledgeable and pragmatic leader, Charles Walker worked with members of both parties to ensure the best outcomes for all Virginians; he also served as vice chair and chair of the board of trustees of the Virginia Retirement System; and
WHEREAS, in 1980, Charles Walker returned to the private sector as an officer and director of Ethyl Corporation, which later became NewMarket Corporation; and
WHEREAS, after his well-earned retirement, Charles Walker developed real estate in the Northern Neck and offered his leadership and wisdom to the Virginia Rail Policy Institute, which promotes rail initiatives, such as increased commuter services between Richmond and Washington, D.C.; and
WHEREAS, Charles Walker will be fondly remembered and greatly missed by his wife of 55 years, Sylvia; daughters, Stacey and Lisa Diane, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Charles B. Walker, a distinguished businessman and state government official; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Charles B. Walker as an expression of the House of Delegates' respect for his memory.
