WHEREAS, James Robert Carter, Sr., a convenience store owner in the Lindenwood neighborhood of Norfolk who touched countless lives through his kindness, generosity, and dedication to community service, died on December 20, 2023; and
WHEREAS, James Carter was born in South Boston and ultimately settled in Norfolk, where he was well-known as the longtime owner of Triple C convenience store on Lindenwood Avenue; and
WHEREAS, a true gentleman and a wise steward of the community, James Carter had been called the Grandfather of Norfolk in recognition of his outsized role in local life; and
WHEREAS, James Carter frequently offered discounts and lines of credit to customers in need of assistance; he went above and beyond to help local residents pay utilities or buy food and other necessities; and
WHEREAS, James Carter helped make Triple C convenience store a beloved community meeting place, and he was always ready to offer his counsel and mentorship; and
WHEREAS, James Carter will be fondly remembered and greatly missed by his wife, Edith; his son, Dwayne, and his family; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of James Robert Carter, Sr., a business owner who used his success to help those in need and was a pillar of the Lindenwood community; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of James Robert Carter, Sr., as an expression of the House of Delegates' respect for his memory.
