WHEREAS, Judith Maxine Nicholson Parker of Richmond, an esteemed professional in the property management industry, trusted community leader, and beloved wife, mother, and grandmother, died on December 7, 2023; and
WHEREAS, Judith Parker was born in Southampton County and grew up in Richmond, where she graduated from Armstrong High School; and
WHEREAS, a passionate lifelong learner, Judith Parker continued her education at Reynolds Community College, Virginia Commonwealth University, Virginia Union University, and the University of Richmond; and
WHEREAS, Judith Parker worked for the U.S. Department of Housing and Urban Development for 35 years, becoming the account executive branch chief for asset management in the Multifamily Housing: Northeast Region; and
WHEREAS, after her retirement from the public sector, Judith Parker established J&P Asset Management, LLC, and was a consultant to the property management firm Multifamily Select, Inc.; and
WHEREAS, Judith Parker began her faith journey as a member of Cedar Street Baptist Church and later joined Saint Paul's Baptist Church, where she served as a Stephen Minister, providing special one-on-one care to people in need; and
WHEREAS, Judith Parker inspired others through her compassion, wisdom, and grace, and she was uniquely suited to her role in the church community as a counselor, mediator, and mentor because of her natural ability to connect with people on a personal level; and
WHEREAS, Judith Parker will be fondly remembered and greatly missed by her husband of 16 years, James; her children, Anthony, Kelly, and Nichole, and their families; her stepdaughter, Alicia, and her family; and numerous other family members and friends; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Judith Maxine Nicholson Parker; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Judith Maxine Nicholson Parker as an expression of the House of Delegates' respect for her memory.
