WHEREAS, Carita J. Richardson, the mayor of the Town of Windsor, received the Citizen Award at the Citizen's Planning Education Association of Virginia conference on October 8, 2012, for her driving role in planning efforts; and WHEREAS, in addition to providing training and education to local planning agencies, the Citizen's Planning Education Association of Virginia, operating as Plan Virginia, also recognizes individuals and groups that make an exceptional contribution to planning; and WHEREAS, taking an immediate interest in town planning after becoming mayor, Carita "Rita" Richardson began to review land development ordinances; and WHEREAS, Rita Richardson worked with other city officials to accomplish several projects designed to better the Town of Windsor; and WHEREAS, Rita Richardson continued to work on beautification efforts for the town, as well as practical initiatives, such as the construction of new sidewalks; and WHEREAS, as part of Rita Richardson's vision, the town has formulated 5-, 10-, and 20-year plans to ensure responsible growth and make aesthetic enhancements in Windsor; and WHEREAS, the hard work and dedication shown by Rita Richardson will ensure a bright future for the Town of Windsor and made her a worthy recipient of the Citizen Award; now, therefore, be it RESOLVED by the House of Delegates, That Carita J. Richardson hereby be commended for winning the 2012 Citizen Award at the Citizen's Planning Education Association of Virginia; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Carita J. Richardson as an expression of the House of Delegates' admiration for her leadership in the organization and development of the Town of Windsor. |
