WHEREAS, Helen Montague Foster, M.D., a respected psychiatrist and a devoted wife, mother, and grandmother in Richmond, received the Distinguished Career Award from the Psychiatric Society of Virginia in 2016; and WHEREAS, the Distinguished Career Award recognizes the exceptional service of a longstanding member of the Psychiatric Society of Virginia; Dr. Foster received the award for her work with the Coalition for Citizens with Mental Disabilities from 1989 to 2015; and WHEREAS, Dr. Foster fulfilled a lifelong dream to become a physician after raising her family and graduating from the Virginia Commonwealth University School of Medicine; and WHEREAS, Dr. Foster has touched the lives of countless patients, both as a fully certified psychiatrist and as a passionate advocate for mental health policy and other issues related to the medical field; and WHEREAS, deeply respected by her peers, Dr. Foster has been an active member and leader in the American Medical Association, Medical Society of Virginia, Richmond Academy of Medicine, Virginia Psychoanalytic Society, American Psychiatric Association, and Psychiatric Society of Virginia; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Helen Montague Foster, M.D., on receiving the Distinguished Career Award from the Psychiatric Society of Virginia; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Helen Montague Foster, M.D., as an expression of the General Assembly's admiration for her outstanding achievements. |
