RESOLVED by the House of Delegates, the Senate concurring, a majority of the members elected to each house agreeing, That the following amendment to the Constitution of Virginia be, and the same hereby is, proposed and referred to the General Assembly at its first regular session held after the next general election of members of the House of Delegates for its concurrence in conformity with the provisions of Section 1 of Article XII of the Constitution of Virginia, namely:

Amend the Constitution of Virginia by adding in Article II a section numbered 10 as follows:

ARTICLE II
FRANCHISE AND OFFICERS

Section 10. The right to vote.

Any person who is qualified to vote under the provisions of this article shall have the right to vote in any election in the Commonwealth in which he is qualified to vote. The Commonwealth and its political subdivisions shall not enact or enforce any law that burdens or denies any qualified voter of his right to vote and shall provide all resources necessary to assist qualified voters in the exercise of the right to vote.
