WHEREAS, Alicia C. Rasin, a compassionate advocate for victims of crime and a beloved member of the Richmond community who welcomed any person in need into her home, died on October 9, 2015; and WHEREAS, a lifelong resident of the Church Hill neighborhood in Richmond, Alicia Rasin graduated from John F. Kennedy High School and Virginia State University; and WHEREAS, in the 1990s, Alicia Rasin founded Citizens Against Crime to support victims and organize efforts to help citizens and law-enforcement officers reduce crime in Richmond; she worked with five police chiefs to reduce the city's homicide rate and was once named the mayor's Volunteer of the Year; and WHEREAS, dubbed an "Ambassador of Compassion," Alicia Rasin also opened her home to share food, shelter, comfort, and prayer with community members afflicted by homelessness; and WHEREAS, Alicia Rasin believed that every day should be as joyful as Christmas, and her house was adorned with festive decorations for nearly 20 years; inside, she kept a Christmas tree with donated presents and clothing for people in need; and WHEREAS, Alicia Rasin lived her deep faith through her actions and enjoyed fellowship and worship with the community as a life member of Fourth Baptist Church, where she was active in several church organizations; and WHEREAS, Alicia Rasin will be fondly remembered and greatly missed by numerous family members, friends, and people whose lives she touched; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Alicia C. Rasin, a respected advocate for victims of crime and a pillar of the Richmond community; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Alicia C. Rasin as an expression of the General Assembly's respect for her memory. |
