WHEREAS, Lee Penington Rice, a respected professional in the insurance industry, an accomplished author, and a highly admired member of the Richmond community, died on July 21, 2023; and
WHEREAS, born in Richmond to Julia Norris and Leon Rice, Lee Rice spent much of his childhood in Kilmarnock and graduated from James Monroe High School in Fredericksburg; and
WHEREAS, Lee Rice earned a bachelor's degree in history from Virginia Commonwealth University and a master's degree in humanities from the University of Richmond; and
WHEREAS, Lee Rice began working as a banker after earning his undergraduate degree, then enjoyed a long career as a commercial insurance agent with the A.W. Hargrove Insurance Agency in Hanover County; and
WHEREAS, Lee Rice was a talented author who published two books, a memoir for his mother titled The Life of "P" in 2007 and Journeys of Entrepreneurs in 2012; he made countless thought-provoking contributions to the Editorial Section of the Richmond Times-Dispatch on a wide range of subjects and received several of the newspaper's Correspondent of the Year awards; and
WHEREAS, Lee Rice volunteered his time and wise leadership to the Richmond Council of the Navy League of the United States, Meals on Wheels, and Needle's Eye Ministries; in addition, he served as a mentor to students at Woodville Elementary School through a program at his church; and
WHEREAS, Lee Rice enjoyed fellowship and worship with the community at St. Paul's Episcopal Church, where he had been a faithful member of the congregation for more than five decades; and
WHEREAS, outside of his career and community service, Lee Rice enjoyed trips to beaches and rivers with his family; he was also an avid runner and participated in the first ever Richmond Marathon in 1978; and
WHEREAS, Lee Rice will be fondly remembered and greatly missed by his wife of nearly 56 years, Connie; his children, Tom and Leslie, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Lee Penington Rice, an active member of the Richmond community who touched countless lives through his personal and professional achievements; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Lee Penington Rice as an expression of the General Assembly's respect for his memory.
