HOUSE JOINT RESOLUTION NO. 23
Celebrating the life of Ernest B. Vanarsdall, Sr.

Agreed to by the House of Delegates, January 29, 2016
Agreed to by the Senate, February 4, 2016

WHEREAS, Ernest B. Vanarsdall, Sr., a longtime public servant who worked diligently to strengthen and enhance the Henrico County community as planning commissioner, died on August 3, 2015; and

WHEREAS, a native of Crewe, Ernest "Ernie" B. Vanarsdall, Sr., graduated from Crewe High School and honorably served his country as a member of the United States Air Force stationed in England; and

WHEREAS, after returning to the United States, Ernie Vanarsdall began a long and rewarding career in banking in the collections department at the Bank of Virginia in Richmond; and

WHEREAS, Ernie Vanarsdall became the manager of the Bank of Virginia Stratford Hills branch and later the president of Fairfield National Bank before returning to the Bank of Virginia as the head of the bank card program; and

WHEREAS, desirous to be of service to the community, Ernie Vanarsdall joined the Henrico County Planning Commission; representing the Brookland District, a large district with a mix of business, industrial, and residential areas, he earned a reputation as one of the most hard-working and knowledgeable members of the commission; and

WHEREAS, over the course of his 24-year tenure as a planning commissioner, Ernie Vanarsdall helped guide Henrico County through numerous periods of change and encouraged responsible growth, serving through three comprehensive county plans; and

WHEREAS, Ernie Vanarsdall oversaw numerous projects that benefited Henrico County residents, including the creation of new housing subdivisions and apartment complexes; the revitalization of sections of West Broad Street, Lakeside, and the Shops at Willow Lawn; and improvements to Libbie Mill, CrossRidge, the Faison School, and Short Pump Town Center; and

WHEREAS, Ernie Vanarsdall also served Henrico County on the board of Richmond Region Tourism, and he enjoyed fellowship and worship with the community as an active member of Reveille United Methodist Church; and

WHEREAS, Ernie Vanarsdall will be fondly remembered and greatly missed by his wife of 55 years, Effie; sons, Ernie, Jr., and Steve, and their families; and numerous other family members, friends, and colleagues; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Ernest B. Vanarsdall, Sr.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Ernest B. Vanarsdall, Sr., as an expression of the General Assembly's respect for his memory.
