Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 13 of Chapter 65 of Title 3.2 a section numbered 3.2-6593.2 as follows:

§3.2-6593.2. Procurement of dogs and cats by public institutions of higher education.

A public institution of higher education, as defined in §23.1-100, may purchase or otherwise acquire any dog or cat for use in research, experimentation, or testing from any person or company only if the State Veterinarian or his assistant has inspected such person or company pursuant to §3.2-6502 and has determined that no violations of (i) this chapter; (ii) any other state law governing the care, control, or protection of animals; or (iii) any other state law governing property rights in animals have occurred.
