Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Chapter 1 of Title 30 a section numbered 30-19.10:1 as follows:

§ 30-19.10:1. Reports accompanying general appropriation bill.

The Chairman of the House Appropriations Committee and the Chairman of the Senate Finance Committee shall provide to each member of the General Assembly a report separate from the conference committee report on any general appropriation bill that identifies the following by item number, narrative description, dollar amount, and name of the member of the General Assembly who inserted the provision in conference: (i) any nonstate appropriation, (ii) any item in the conference report that was not included in a general appropriation bill as passed by either the House or the Senate, and (iii) any item that represents legislation that failed in either house during the regular or a special session. The Chairman of the House Appropriations Committee and the Chairman of the Senate Finance Committee shall submit the report concurrently with the report of the conference committee on a general appropriation bill when the conference committee's work is completed at the time specified by the procedural resolution adopted by the General Assembly, or in default thereof, as adopted by the Joint Rules Committee.
