Be it enacted by the General Assembly of Virginia:

1.  That § 2.2-613 of the Code of Virginia is amended and reenacted as follows:

§ 2.2-613. Agency mandates on localities; assessment.

Pursuant to § 15.2-2903, all agencies, as defined in § 2.2-128, shall conduct an assessment of all mandates imposed on local governments administered by the agency to determine which mandates, if any, may be altered or eliminated. Furthermore, any mandate imposed after July 1, 2011, shall be accompanied by a fiscal impact statement to each affected locality along with an identified funding source for the mandate.
