HOUSE BILL NO. 1694
AMENDMENT IN THE NATURE OF A SUBSTITUTE
(Proposed by the Senate Committee on Education and Health
on February 13, 2025)

A BILL to direct the State Council of Higher Education for Virginia, in coordination with the Department of Veterans Services, to annually submit a report on eligibility and enrollment data.
Be it enacted by the General Assembly of Virginia:
1. § 1. That the State Council of Higher Education for Virginia shall, in coordination with the Department of Veterans Services, submit to the Senate Committee on Finance and Appropriations and the House Committee on Appropriations by November 1 of each year a report on (i) the number of individuals who are qualified survivors and dependents, as that term is defined in § 23.1-608 of the Code of Virginia, and have been certified as eligible for participation in the Virginia Military Survivors and Dependents Education Program (the Program) but are not yet admitted to a public institution of higher education in the Commonwealth and (ii) the best available estimate of the total number of qualified survivors and dependents, as that term is defined in § 23.1-608 of the Code of Virginia, who are participating in the Program and enrolled in the fall semester at each public institution of higher education in the Commonwealth.
