13102407D Be it enacted by the General Assembly of Virginia: 1. §1. That on or before December 1, 2013, the Department of Conservation and Recreation and the Department of Environmental Quality shall jointly develop and publish guidance documents (i) identifying methodologies to be used by municipal separate storm sewer system (MS4) permittees in calculating nutrient reductions and best management practices efficiencies as part of their Chesapeake Bay Total Maximum Daily Load (Bay TMDL) planning activities pursuant to MS4 permits and (ii) to assist MS4 permittees in developing and implementing their Bay TMDL Action Plans. In preparing the guidance documents, the Department of Conservation and Recreation and the Department of Environmental Quality shall coordinate with a technical advisory committee consisting of nine individuals who reside or are employed in the Commonwealth and who have experience in the design and implementation of stormwater management systems or municipal separate storm sewer operation and maintenance. The technical advisory committee members shall be appointed jointly by the Director of the Department of Conservation and Recreation and the Director of the Department of Environmental Quality. Six members of the committee shall be representatives of MS4 jurisdictions and the other three members shall have technical expertise in the subjects considered by the committee. The technical advisory committee shall advise and provide recommendations on the development of the guidance documents. |
