Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 1 of Title 23 a section numbered 23-9.2:19 as follows:

§23-9.2:19. Student expulsion; appeal.

A. Any student who, as a result of any institutional proceeding at a public institution of higher education, is expelled from the institution for a violation of the institution's code, rules, or set of standards governing student conduct may appeal such decision to the governing board of such institution.

B. The governing board of each public institution of higher education shall adopt institution policies and procedures for appeals made pursuant to subsection A.
