Health care costs; estimates and average costs. Requires the Department of Health to negotiate and contract with a nonprofit organization for an annual survey of carriers, to determine the average costs for 25 common outpatient procedures and the average reimbursement paid for a specific service from all providers and provider types, and to make such information available to the public through a website operated by the nonprofit organization. This bill also requires the Health Commissioner to work together with the nonprofit organization to incorporate existing service quality data and guidance to the price information and to work to display price and quality information for episodes of care in a manner which is consistent with generally accepted national guidelines.
