Summary

Constitutional amendment (first resolution); failure to pass an appropriation act. Provides that if an appropriation act has not been adopted 30 days prior to the expiration of the current appropriation act, a joint session of the General Assembly shall be convened to pass an appropriation act that shall become the state budget without the signature of the Governor. The measure requires the votes of the members of the Senate to be weighted in accordance with the ratio of the average population of a Senate district to the average population of a House district.
