Summary

Local license tax; staffing firms. Provides that a staffing firm may deduct from otherwise taxable gross receipts salaries, wages, and other benefits it pays to independent contractors hired to provide professional employer organization services or temporary help services on behalf of or for the benefit of the staffing firm's clients. Under current law, a staffing firm may deduct from otherwise taxable gross receipts salaries, wages, and other benefits it pays to its employees providing such services for clients of the staffing firm. The provisions of the bill are effective for license years beginning on or after January 1, 2017.
