Summary

Utility Transfers Act. Prohibits any person from acquiring or disposing of control of any of the assets of a telephone company without prior approval of the State Corporation Commission (SCC). Currently, SCC approval is required only for any acquisition or disposal of a telephone company or all of the telephone company's assets. The measure also deletes the requirement that the SCC approve or disapprove an application within 60 days, which period may be extended for up to an additional 120 days. The measure requires the SCC to approve or disapprove an application in a timely manner.
