Summary

Authorizes the National Mall Liberty Fund D.C. (previously the Black Revolutionary War Patriots Foundation) to establish a memorial on specified federal land in the District of Columbia to honor slaves and free black persons who served as soldiers and sailors or provided civilian assistance during the American Revolution. Prohibits the National Mall Liberty Fund D.C. from using federal funds to establish such memorial. Repeals P.L. 99-558 and P.L. 100-625 relating to the establishment and approval of the location of a black revolutionary war patriots memorial.
