Summary
Jobs Coordinator for Sustainable American Recovery Act of 2009 or the Jobs CSAR Act of 2009 - Directs the Secretary of Commerce to establish a Jobs Creation Coordinator to: (1) develop a plan to improve the ability of Department of Commerce programs to maintain or create private sector jobs in the United States; and (2) coordinate with Congress to enhance the Department's ability to do so.
