Summary

Military Construction Authorization Act for Fiscal Year 2011 - Division B: Military Construction Authorizations - Military Construction Authorization Act for Fiscal Year 2010 - (Sec. 2002) Terminates all authorizations contained in Titles XXI through XXVII of this Act on October 1, 2013, or the date of enactment of an Act authorizing funds for military construction for FY2014, whichever is later, with an exception. (Sec. 2003) Provides that amounts authorized in this Division shall be available for programs, projects, and activities in the amounts specified in the funding table provided in Division D of this Act. Title XXI [sic]: Army - (Sec. 2101) Authorizes the Secretary of the Army to acquire real property and carry out military construction projects in specified amounts at specified installations and locations. Authorizes such Secretary to construct or acquire family housing units, carry out architectural planning and design activities, and improve existing military family housing in specified amounts. Authorizes appropriations to the Army for fiscal years after 2010 for military construction, land acquisition, and military family housing functions of the Army. (Sec. 2105) Extends certain prior-year military construction projects. (Sec. 2106) Revises construction authority under two prior-year military construction projects. Title XXII: Navy - (Sec. 2201) Provides, with respect to the Navy, authorizations paralleling those provided for the Army under the previous title. (Sec. 2205) Extends a certain prior-year military construction project. (Sec. 2206) Makes a technical amendment to a project under the Military Construction Authorization Act (MCAA) for Fiscal Year 2010. Title XXIII: Air Force - (Sec. 2301) Provides, with respect to the Air Force, authorizations paralleling those provided for the Army under Title XXI. (Sec. 2305) Extends a certain prior-year military construction project. Title XXIV: Defense Agencies - Subtitle A: Defense Agency Authorizations - (Sec. 2401) Authorizes the Secretary of Defense (Secretary) to acquire real property and carry out military construction projects in specified amounts at specified installations and locations. Authorizes the Secretary to carry out energy conservation projects in specified amounts. Authorizes appropriations for fiscal years after 2010 for military construction, land acquisition, and military family housing functions of the Department of Defense (DOD). (Sec. 2404) Amends the MCAA for Fiscal Year 2010 to add an authorized military construction project at the Hawaii Pacific Missile Range Facility. Increases the authorization of appropriations under such Act to accommodate such project. Subtitle B: Chemical Demilitarization Authorizations - (Sec. 2411) Authorizes appropriations for fiscal years after 2010 for military construction and land acquisition for chemical demilitarization for the construction of: (1) phase 12 of a chemical munitions demilitarization facility at Pueblo Chemical Activity, Colorado; and (2) phase 11 of a munitions demilitarization facility at Blue Grass Army Depot, Kentucky. (Sec. 2412) Amends the MCAA for Fiscal Year 2000 to increase the amount authorized for a project at Blue Grass. Title XXV: North Atlantic Treaty Organization Security Investment Program - (Sec. 2501) Authorizes the Secretary to make contributions for the North Atlantic Treaty Organization (NATO) Security Investment Program and authorizes appropriations for fiscal years after 2010 for such Program. Title XXVI: Guard and Reserve Forces Facilities - (Sec. 2601) Authorizes the Secretary concerned to acquire real property and carry out military construction projects for the National Guard and reserves. (Sec. 2606) Authorizes appropriations for fiscal years after 2010 for National Guard and reserve forces for acquisition, architectural and engineering services, and construction of facilities. (Sec. 2607) Extends certain prior-year National Guard and reserve military construction projects. Title XXVII: Base Closure and Realignment Activities - (Sec. 2701) Authorizes appropriations for fiscal years after 2010 for military base closure and realignment activities authorized under the Defense Base Closure and Realignment Act of 1990 and funded through the Department of Defense Base Closure Account 1990. (Sec. 2702) Authorizes the Secretary to carry out base closure and realignment activities authorized under the above Act and funded through the Department of Defense Base Closure Account 2005. Authorizes appropriations for fiscal years after 2010 for such purpose. Title XVIII: Military Construction General Matters - Subtitle A: Military Construction Program and Military Family Housing Changes - (Sec. 2801) Amends the MCAA for Fiscal Year 2004 to extend to the area of responsibility of the U.S. Africa Command formerly within the area of the U.S. Central Command the authority to use defense-wide operation and maintenance funds for construction projects outside the United States to meet operational requirements during war, national emergency, or a contingency operation. Extends such authority through FY2011. Subtitle B: Real Property and Facilities Administration - (Sec. 2811) Prohibits the Secretary or the Secretary of the military department concerned from making annual payments under enhanced-use leases of non-excess property of DOD or the Armed Forces Retirement Home in excess of amounts specifically authorized and budgeted for such purpose (thereby eliminating the use of future-years DOD funds for such purpose). Subtitle C: Energy Security - (Sec. 2821) Revises generally requirements under a comprehensive master plan for achieving the energy performance goals of DOD. Requires the Secretary to submit a current version of such plan at or about the time each budget of the President is submitted to Congress. Requires the consideration of renewable forms of energy for repairs and renovations. (Under current law, such consideration is required only for new construction.) Expands the list of products that will be considered energy-efficient products for such purposes. (Sec. 2822) Amends the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999 to make permanent (under current law, a pilot program) DOD authority to accept and use for airfield O&M landing fees charged to civilian aircraft for the use of domestic military and shared-use airfields. Subtitle D: Land Conveyances - (Sec. 2831) Authorizes the Secretary of the Army to convey to the Department of Veterans Affairs of Kentucky a specified parcel at Fort Knox, Kentucky, to allow the Kentucky VA to establish and operate a state veterans home and expand the adjacent state veterans cemetery. (Sec. 2832) Authorizes the Secretary of the Navy to convey to Algiers Development District, Louisiana, the nearby Naval Support Activity in New Orleans, for any purposes other than those which would restrict Navy operations in the area. (Sec. 2833) Amends the MCAA for Fiscal Year 2002 to authorize the use of prior-year, unobligated Army military construction funds for construction of a replacement fire station at Fort Belvoir, Virginia. Subtitle E: Reports - (Sec. 2841) Prohibits the Secretary of the Navy from obligating or expending funds for the study or development of a new Outlying Landing Field (OLF) in North Carolina or Virginia until such Secretary has reported to the defense and appropriations committees on Navy efforts with respect to the OLF. Subtitle F: Other Matters - (Sec. 2851) Amends the Demonstration Cities and Metropolitan Development Act of 1966 relating to the DOD homeowners assistance program to allow DOD, in purchasing applicant homes when the home value is below the mortgage payoff rate, to pay the difference between the price for which the applicant sells the home and the mortgage payoff amount. (Sec. 2852) Authorizes the Secretary of the Army to lease portions of the Army's Airborne and Special Operations Museum to the Airborne and Special Operations Museum Foundation, to be used for generating revenue and Museum support. (Sec. 2853) Expresses the sense of the Senate that the Army and Air Force should explore means of accommodating the extension of the Alaska Railroad's rail corridor over approximately 950 acres of land located south and east of North Pole, Alaska, using existing authorities that will not adversely impact military missions, operations, and training. (Sec. 2854) Expresses the sense of Congress that the Secretary of the Air Force should use existing authority to carry out solicitations for six military housing projects involving the packaging of 22 bases consistent with the goal of improving 15,000 homes for Air Force personnel and their families by the end of 2010. Title XXIX: Overseas Contingency Operations Military Construction Authorizations - (Sec. 2901) Authorizes the Secretary of the Army to acquire real property and carry out military construction projects outside the United States in connection with overseas contingency operations. Authorizes appropriations for fiscal years after 2010 for overseas military construction, land acquisition, and military family housing functions of the Army. (Sec. 2902) Provides, with respect to the Air Force, authorizations paralleling those provided for the Army, above. Provides funding amounts for specified programs, projects, and activities authorized under this Act relating to: (1) military construction; (2) base realignment and closure projects; and (3) military construction for overseas contingency operations.
