Summary

Requires the Department of Energy (DOE) to report to Congress quarterly about each application it has received requesting authorization to develop or produce special nuclear material outside the United States. Currently, persons are generally prohibited from developing or producing special nuclear material, such as plutonium or certain types of enriched uranium, outside the United States, but may request permission from DOE to do so.
