Summary
Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to establish the House Select Committee on the Reduction of Nonessential Federal Expenditures. Requires the Select Committee to make a full and complete study and investigation of all federal expenditures on a continuing basis to ascertain all that it deems nonessential. Prescribes expedited procedures for legislation reported by the Select Committee.
