2010-07-28 POINT OF ORDER AGAINST CONSIDERATION - Mr. Flake stated that the provisions of H.Res. 1559 violate section 426(a) of the Congressional Budget Act of 1974 by imposing an unfunded mandate and made a point of order against the consideration of the resolution. Subsequently, the Chair noted that the required threshold of identifying the specific language in question had been met, and the House proceeded with 20 minutes of debate on the question of consideration. At the conclusion of debate on the question of consideration, the Chair will put the question to wit: Will the House now consider the resolution?
2010-07-28 By direction of the Committee on Rules, Ms. Pingree called up the resolution, H.Res. 1559, and asked for its immediate consideration.

2010-07-27 Points of order against provisions in the bill for failure to comply with clause 2 of rule XXI are waived. The bill shall be considered as read through page 63, line 4. After consideration of the bill for amendment, the chair and ranking minority member of the Committee on Appropriations or their designees each may offer one pro forma amendment to the bill for the purpose of debate, which shall be controlled by the proponent. It shall be in order at any time through the calendar day of August 1, 2010, for the Speaker to entertain motions that the House suspend the rules.
