Holding Congress Accountable Act of 2011 - Requires the Chief Administrative Officer of the House of Representatives, each session, to post on the Internet site of the House of Representatives a statement showing each disbursement from the Members' Representational Allowance for each specific Member of the House of Representatives. Directs each Member to include a hyperlink to such information on his or her official Internet site.
