Summary

Amateur Radio Emergency Communications Enhancement Act of 2011 - Directs the Secretary of Homeland Security (DHS) to: (1) study the uses and capabilities of amateur radio communications in emergencies and disaster relief; (2) use the expertise of the American Radio Relay League in the study; and (3) report to Congress.
