San Joaquin Valley Transportation Enhancement Act of 2011 - Allows stimulus funds made available to California for highspeed rail service development under the American Recovery and Reinvestment Act of 2009 (ARRA) to be used for any project to improve or maintain California State Route 99 between the cities of Sacramento and Bakersfield.
