Summary

No Pay Raise for Congress Act This bill amends the Legislative Reorganization Act of 1946 to provide that pay for Members of Congress may not be increased by any adjustment scheduled to take effect in a calendar year if the Congressional Budget Office determines that the federal aggregate outlays during the last completed fiscal year exceeded the federal aggregate receipts during such fiscal year.
