Summary
Prohibits the Administrator of the Environmental Protection Agency (EPA) from conducting aerial surveillance in exercising any authority under the Federal Water Pollution Control Act (commonly known as the Clean Water Act) for one year after enactment of this Act.

To establish a moratorium on aerial surveillance conducted by the Administrator of the Environmental Protection Agency under the Federal Water Pollution Control Act.
