Chris Kotch VA Education Access Act - Makes eligible under the Post-9/11 Educational Assistance Program an individual who is: (1) discharged or released from the Armed Forces (under current law, from active duty in the Armed Forces) due to a service-connected disability; or (2) transferred to the temporary disability retirement list.
