Requires the Federal Energy Regulatory Commission to examine the license for the Toledo Bend Hydroelectric Project (located on the Sabine River in Panola, Shelby, Sabine, and Newton Counties in Texas and DeSoto, Sabine, and Vernon Parishes in Louisiana) and the Medina Dam Project (located on the Medina River in Medina County, Texas).
