Full Disclosure in Federal Contracting Act - Requires federal agencies to include in a solicitation for a federal contract for the procurement of goods a statement of whether Buy American requirements apply, the reasons why such requirements do not apply, a statement of whether goods from foreign countries would be acceptable as end products to fulfill contract requirements, and a list of all the foreign countries whose goods would be acceptable as end products.
