To amend title XXI to allow for the blending of risk pools of children's health insurance buy-in programs with the risk pools of State child health plans under such title, and for other purposes. This bill allows a state to include in a single risk pool: (1) children enrolled in a state plan under the Children's Health Insurance Program (CHIP); and (2) children enrolled in a health insurance buy-in program that is run by the state and provides, at minimum, benefits identical to those provided under CHIP.

To amend title XXI to allow for the blending of risk pools of children's health insurance buy-in programs with the risk pools of State child health plans under such title, and for other purposes.
