Summary
Voter ID Accessibility Act of 2013 - Amends the Voter Registration Act of 1993 to require states that have in effect a photo identification requirement as a condition for voting in a federal election to provide individuals who do not have a government-issued photo identification with such an identification, without charge, upon request.
