Summary

Provides for federal, state, and local employees furloughed due to a lapse in appropriations (from the Treasury) that began on or about October 1, 2013, to be compensated at their standard rate for the period of such lapse in appropriations. Defines "state or local employee" as an individual employed by the government of a state, municipality, or political subdivision, or by the government of the District of Columbia, whose principal employment is in connection with an activity financed in whole or in part by loans or grants made by the United States.
