Summary

Revokes a provision of Executive Order 13618 (entitled "Assignment of National Security and Emergency Preparedness Communications Functions") to the extent that it requires the Secretary of Homeland Security (DHS) to satisfy priority communications requirements through the use of privately owned communications resources. Prohibits: (1) any federal agency or instrumentality from satisfying priority communications requirements through the use of privately owned communications resources, or (2) appropriated funds from being used to take any action that expands the federal government's authority to control such resources.
