Summary
Rebuilding Communities Act of 2011 - Amends the Heartland Disaster Tax Relief Act of 2008 to extend through December 31, 2014, the increased rehabiliation tax credit allowed to residents of the Midwestern disaster area (the major disaster area including the states of Arkansas, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, and Wisconsin).
