Summary

Cutting Out Inefficient and Needless Spending Act of 2011 or COINS Act of 2011 - Directs the Secretary of the Treasury to suspend issuance of circulating $1 coins honoring each of the Presidents of the United States during any period for which the surplus supply of $1 coins exceeds the reasonable circulation needs for one year.
