Summary

LIHEAP Equity Act of 2009 - Amends the Low-Income Home Energy Assistance Act of 1981 governing state allotments under the low-income energy assistance program (LIHEAP) to limit to 50% the earmark for home heating purposes of amounts appropriated for program implementation.
