Summary
Directs the Secretary of the Interior, through the National Park Service (NPS), to ensure that the flags of the states, District of Columbia, American Samoa, Guam, Commonwealth of the Northern Mariana Islands, U.S. Virgin Islands, and Puerto Rico, encircle the Washington Monument in the District of Columbia.
